It looks like Topaz Labs does not offer their paint program called Topaz Studio 2 (2.3.2) software anymore. Does anyone know of similar software that might be equal to this creative paint program?

Do you have Topaz now? If so, why do you want to move on?

I was able to download Studio recently from their downloads page. I don’t believe it’s being updated further but it is available.

The problem with Topaz is they no longer support their non-AI programs and so when MS determines to remodel their OS, the old programs are no longer workable. I'm told that with certain versions of the MS Operating System, you can get it to emulate previous versions so that older programs will work, but I have not yet been able to find it in the OS. The AI versions are slow even with I7 processors.
Corel makes a painter program that some here use.

OS induced obsolescence is a fact of life for Mac users but is much less common for Windows. I've several older Topaz programs, none of which has lost functionality.

For the occasional older Win titles that may behave oddly, right click on the exe and choose Properties > Compatibility. FWIW, the speed of Topaz AI software is much more dependent on the GPU than the CPU.
