The specifications for the Canon Pro 1000 state an operating environment temperature range of 59-86F. Why kind of issues might I expect if the printer is located in a dry but chilly basement room that frequently gets down into the low-to-mid 50s?

Does anyone have any experience printing in a "cold" environment?

What do you mean by "cold"? From my limited experience with Epson 13" and 19" printers, relative humidity and dust are more important. Keeping the printer covered when not in use eliminated most of my clogged jet issues, and printing regularly helps with the rest. I haven't experienced clogged jets for more than a decade, and I suspect it has a lot to do with covering the printer and being to a less dusty environment.

You might call Canon and ask them. The couple of Canon photo reps I've spoken with have been extremely helpful. I think their printing division is separate from cameras, but still worth giving a callout to.

With no practical experience to go by, I would still expect that dry conditions will lead to clogged jets sooner rather than later, and that low temperatures could adversely affect ink flow and maybe even affect the performance of the print head as it tries heat the ink quickly enough to squirt it onto the paper. Then it might also affect drying and mixing and bonding characteristics on the paper. So, I see plenty of scope for issues without having experienced them myself.

Thanks for the thoughtful and logical comments. Since I first posted this, I've found a way to keep the printer in a climate controlled part of the house, so it's good to hear an opinion that supports that decision.
