Hello, can anyone please recommend the best app currently (Topaz, Skylum, ON1, DXO....?) which does these two functions really well as a PS plugin? Sharpen to correct slight motion blur, and denoise for something which C1/R5 at ISO 6400 can't handle sufficiently. Any tips would be highly appreciated, thanks

Not certain what you are asking? Both of these are apps that can be run either as stand alone or via plug-in for PS or LR. Of the two, Denoise IMO is better. Sharpen can get pretty heavy handed depending on the photo.

There are several that do NR. The only two I know of that go beyond sharpening and have anti blur tech is Sharpen AI and ON1 NoNoise. ON1 recently added added Tack Sharp to NoNoise.

Then there is Topaz Photo AI contains DeNoise, Sharpen AI and Gigapixel all in one.

I am using C1 as a converter and find its pretty good, for some images though I wouldn't mind a slightly better noise reduction which preserves the details, and some kind of slight motion blur AF correction. I saw that Topaz has got both of them, but there are other companies too nowadays and I would like to know if anyone has experience with them.
I would like to be able to achieve ever so slight corrections.

I've been experimenting with DxO PhotoLab 6 (I think, now to 6?) and recently added Topaz Photo AI to Sharpen and DeNoise (I got them bundled them with Gigapixel but haven't tried it.). I'm not sure there's a consistently single best answer. I have one image that seems to confuse Photo AI but does ok with Sharpen alone. For the most part I've been using them on the denoise side with higher isos as opposed to "sharpening."

DxO PhotoLab is a full converter and editor, too, although I tend to use Lightroom still as I'm used to it and it's organizing features, too.

Yes there really isn’t. For difficult NR jobs DXO does a good job. It still lacks de-blurring If that is needed.

No one is best for everything. It depends on your workflow, ISO, necessary noise reduction, and subject among others. They all produce various types of artifacts. They also have demos that you should try out. I use both DXO and Topaz.

IMHO, DXO Pure Raw 2 is pretty awesome for noise reduction, as well as some sharpen and lens correction. I like it better than Topaz, but I have that and ON1. Topaz is though also a good choice. Download the trials and try them out.

One thing to know about DXO. Depending on when you purchase it, unlike other 3rd party apps you don’t get a full year of support. PR2 was released in March so the next release date for PR3 (that will likely have DeepPrime XD) will be in March of 2023. If anyone purchases PR2 today will have to pay the full upgrade price for PR3 in March.

Let me also add to the list the excellent deconvolution sharpening tool Focus Magic.

v6 is ~ML now, instead of deconvolution ( or how they call it = "pattern matching" ) but you still can revert to v5 by pressing "ctrl" button for mouse click to set parameters

I am fortunate to be on Windows ( https://www.focusmagic.com/support/whats-new/version-6-0/ )
