In the absence of more information, I agree with @Mike_5D and @pokemeng. It's very unusual to have the inside of a lens cleaned, unless it's a lot worse than some dust.

Basically, the EF 17-40/4L is as sharp as anybody needs in the centre, but not as good as landscapers would like in the corners (for those occasions when there's something there, and in focus, it happens).
