Personally, I don't think that's the case.
Not many people, if any, are cross shopping ~$600 entry-level lenses and $2,700 high-end lenses, not to mention the quite significant size/weight difference. Using what's currently available as an estimate, it's over twice the weight and over four times the price.
Also, if we look at what Nikon has done historically in the F mount, they put out more 70-300's than almost any other zoom, right alongside their 100-400's. They even bothered to make DX versions of the 70-300 which is saying something haha.
I suspect it has more to do with prioritizing production capacity in an environment currently very much constrained by supply and labor issues. They might be prioritizing the higher margin lenses while demand is still extremely high, but I don't think it has anything to do with a worry that 70-300 sales would take away a meaningful amount of 100-400 sales. They seem to be selling every one they can make anyway.
