I saw this large raptor at Thingvellir National Park in south Iceland last week. It was pursuing some Greylags. I think it is a juvenile white-tailed fish eagle, but would value confirmation

Not sure why you have not had any ID's yet. Definitely looks like a blurry, semi-silhouette of an Iceland Raptor.

I zoomed in using TV detective imaging software and got this

I would say it's a white tailed fish eagle from your image.

All kidding aside, I did try to enlarge your photo but could not do much with it. It is quite possibly a White-tailed Eagle (the official name.) E-bird shows many sightings of White-tailed Eagle in Iceland but it would be impossible to make a positive ID from your photo but the shape and general impression to me is of a large eagle.

Thanks, I think, on balance, it is a white-tailed. It has the correct number of primaries and that is the only large raptor in Iceland. We have them around here in the south of England but they are re-introduced (although now breeding) and I’ve not managed to see one here yet

Sorry Niall my joke fell flat, but it sure looks like a white tailed fish eagle to me, I've spent a couple of great holidays in Norway photographing them.
