The 1200mm L 5.6 sold for $90,000 in 1993. A 6.3 version of the lenses would be prohibitably expensive today. Also... that was a 36 lb lens, I don't think any level of DO massaging can get that down to a reasonable weight. Oh, BTW, the front element on a 1200 6.3 would be very close to 200mm (190mm minimum), DO or not, that thing would be big and heavy.
As far as whether the 1200L f/8.0 is a DO lens, here are the stats from the '93 1200 f/5.6 (personally, I believe it may be as it doesn't look 30+ inches long in the released shot):
