I think a bit more attention to detail would have made this image work.

(1) Focus is *definitely* not on the eyes

(2) Direct flash looks amateurish, try lighting from side or reflected

(3) Hair is an absolute mess

If the wall behind her is white, that would have made a great bounce source and act like a big softbox to give some direction to the light and more dimension to her face.
