Looking for recommendations for the best inexpensive Canon manual multi-flash speedlite setup for hummingbird photography. I was looking at the Neewer TT560 or 750II, and the Youngnuo YN560 flash units.

Also take a look at Godox that has a full line of inexpensive radio controlled flashes. Another option is to go used. If you already have some Canon compatible flashes, the Godox radio receivers can integrate them into the system.

If concerned about recharge time one way around it is to power it with a Quantum Turbo battery or one of the knock off products on the market. You'll be able to knock out shots in rapid succession. You'll just need a flash that has a port to accept the cord from the battery.

You really don't need anything special. I would suggest 4 off camera flashes and a trigger. You really only need 1 off camera flash to be controlled by a trigger. Just make sure you buy at least one flash that has a transceiver built in so you don't need to have a separate receiver which can be a pain. Most flashes have the ability to be optically triggered so as long as you can get 1 to go off, the others will triggered optically. I used a few yongnuo 600ex-rt's and a couple of Yongnuo 460 flashes for a few years. I used one of the 600's on camera just as a trigger and the other two as OCF combined with the 460's that were optically triggered. The 460's are about as cheap of a flash as you can possibly buy and they worked perfectly fine.
You shouldn't worry too much about recycle time as you will be shooting at low power 1/32- 1/16. Having lithium ion batteries is nice so you don't need to worry about multiple AA's.

The Godox V860II-C can do a burst at 5 FPS for 3 to 5 frames. Recycle time will be 2 to 5 seconds. At least that was my experience with the Nikon model.
