I took this today in southern Vermont in a small pond. There were a lot of very vocal bull frogs, but I couldn't see any of them. This little guy was just floating on the pond - maybe an immature bull frog - not sure, but he was cute!

Yes its a Bullfrog. The only other similar species in Vermont would be the Green Frog, but that species has conspicuous dorso-lateral ridges, which the specimen in your very nice photo lacks.
