Just recently, Lr Classic ("LrC") v8.4 got the ability to better use the GPU for image editing and it seems to be working faster. Not quite so recently, LrC got to use all available logical CPU cores (at least all 12 on my intel i7-6850K) for importing and building previews. I get about 90% CPU usage instead of about 10-20%.
Throw in the older smart previews for editing very large pictures and LrC is now much snappier than it used to be. It will actually utilise all those other goodies you change in your computer, except perhaps for the RAM. I think the main benefit of more than 16GB of RAM, as far as Lr goes, is to let the OS use a bigger disk cache. Ps might like it too if you edit large files. Personally, I have never seen Lr reach 16GB on my 64GB system.
If you want faster TIFF transfers then avoiding compression probably still helps. Ps used to spend way more time compressing and decompressing TIFF files than was saved in the transfers to and from storage. Perhaps it can do more than one file at a time nowadays. I've done too little TIFF work in Lr to know how it is affected.
