Bald eagles and golden eagles are about the same size as adults. I was wondering if it was a bald eagle myself. The beak is what is troubling me as well.
This is a juvenile bald eagle...likely a 3-4 year old one.
Golden eagles are even a bit bigger than bald eagles and won't have any white on the head, also they have a very defined white tail band when younger or a all dark tail when older.
Thanks for the clarification. I was surprised that this thing was 50% gibber than the bald eagle on the tree next to it which is why I thought its a goldie. Oh well. One day lol.

The juveniles often appear larger than full adults as they have more layers of feathers. Although by this age I would think that wouldn't be as big as a difference as when they are in their 1st year.
Females are on average 30% larger than males so if this was female and the nearby full adult was male that could account for the difference also. Combine that with other size variances. Florida bald eagles are another 30% smaller than Alaskan ones on average so mixed populations combined with male/female differences can also show a big variance.
I lived in Golden Eagle nesting territory for 9 years and only saw a handful high above in the sky....you will know one when you see one but they are much harder to find!!
