Yeah, I often composite images for astro/night star shots, and usually I'll end up darkening the foreground exposure image a bit before I combine everything. I'm not often a fan of the light-painted foreground astro look, unless it's done really well.
In my experience, I've found that a three minute exposure at the settings I'm shooting with gives a decent foreground brightness. Otherwise, I'll setup and shoot at blue hour, and then wait for nightfall.
