We have about 325 species that pass through NYC each year. If you expand your search farther afield then the total goes up by a bunch. You really should fine tune your search and target a specific species. Have your shot in mind and go get it. I will give you some basic places to go unless you come up with a specific request. Also you left out the best times of day to shoot which are dawn and dusk. Why would you want to shoot later in the morning and not in optimal sun light?
Jamaica Bay Wildlife refuge for shorebirds. East Pond. Be prepared to get wet and muddy. There are over 30 species there per season to shoot.
Nickerson Beach for Oystercatchers, Common Tern, Least Tern, Black Skimmer
Central Park for migrating and resident songbirds
There are birds everywhere. Pick a spot and go shoot. Again it is impossible to pick proper settings in varying light. Assuming decent light start at about ISO 1000, F8 and SS of 1/2500.
