The N. Oregon coast is much busier than S. Oregon, it is true. However, parts of the southern Oregon coast are crowded, but we still manage to find untracked sand if we go a bit off the beaten path. The only thing about August is that it's the height of the dry and fire seasons... our amazing rainforests are a bit drab and less accessible, and our rivers/waterfalls are nicer for swimming than photography, and there can be smoke... but smoke can really make for some amazing photography. Surf is usually calm in summer, unlike winter when it's amazing.
In S. Oregon, except maybe Bandon, there typically aren't crowds on the less well known beaches around sunrise and sunsets, and the high cliffy locations are hardly ever busy.
I suggest watching tide tables and sunset times for beach photography. We usually head out about an hour before sunset and stay up to 45 minutes after. Bring a flashlight and a jacket. Low tides are best for beach photography, but not absolutely necessary. Some beaches are only accessible at moderate or low tides. Afternoons may be windy, but the wind usually dies down before sunset. Beach temps are cool. If you go "upriver" as the locals do this time of year, it can be hot.
Cliffy areas are spectacular and generally a good choice when tides aren't working out for you.
Sorry that I can't compare between your choices. I don't know the NE coast well, but I do like the fall color.
