Hopefully more and more states and provinces will soon pass laws to make baiting owls illegal.

What's wrong with baiting? I was just in Klamath Basin to photograph Eagles and what I did was bring a crate of live chickens. I then staked their legs to the ground so they couldn't run away and just waited for the eagles to come in for the kill. Great fun!

you are right. I was taking pics of bald eagles 3 times in Alaska, each time we threw buckets of fish to them.
