I shoot the beach all the time, and 1/5th of a sec is my common shutter speed to give the waves motion by being slower. The look of the water isn't softness as caused by a lack of DOF, it's caused by movement. As you can see the surrounding rocks in the image are sharp themselves.
Personally I don't really think of 1/5th of a sec as a long exposure, though in reality I guess it is. I consider it a normal shutter speed that provides the feel of motion while still retaining detail. Once you get to the 1 sec and slower range, that's where myself I would consider it a long exposure as the water really starts to lose detail and starts to blur and turn into a mist of motion if you will.
