we are assuming you formatted the card in your camera. if you formatted in the computer there is an option to secure format which is not recoverable.
I never format cards in computer. so if you did it in camera hopefully one of the above recommended software will work

Seems as though an in camera format is low level format - at least it is on my A7RIII. I had forgotten to retrieve a video file before formatting the card in camera and there was no way to retrieve the file. Tried Recuva and then a few other popular recovery apps and none of them were able to see the file allocation table and thus the deleted files. And just as a side note I tried the deep scan method, the raw method as well as the standard recovery option.
