This is an Elegant Tern. They (and other terns) dive vertically from a hovering position to catch fish, after swimming for about 4-5 seconds they emerge from the water either happy with a fish in their beak or "empty beaked". In the latter cases they shake and roll quickly to dry themselves and get ready for another attempt. I had captured this behavior before, but this was the first time I got one with the head fully upside down. that is a flexible neck now.
