It's probably barricaded at the entry to the park. Indeed they probably can't exactly keep you from walking out there, but if you can't get into the park you're going to have to walk a LOT farther just to get to the dunes.

Depends on where they have presumably closed the road I guess. You can measure distance easy enough in Google Earth. Actually doesn't look that bad now that I actually looked tat the map. About a mile or so. Still, a mile is a lot further than 0.1 miles.
