What I am talking about is basically helping the child get accustomed to having water covering the ears, or in a pool or a lake, up to the chin (while holding hands with you). Make it fun and they will notice they can do more than they think, that makes it even more fun. The plan is to gradually adapt the child to being in the water. Encourage the child and make it fun.
My daughter (in the picture above) is three years old. She actually dives under water and does sort of a breast stroke swim while underwater in lakes or pools, but she's still afraid of getting her face wet in the bathtub. Go figure.
The easiest way is of course to take your toddler to baby swimming, and then never stop swimming and playing in water. Unfortunately I never took either of my two kids to baby swimming, but we're trying to make up for it now.
