The picture was taken in Western Washington, not far from Seattle where Anna’s are the most common hummingbird followed by Rufous. Two other species are seen in eastern Washington, calliope and black chinned. I think that would rule out Allen’s.
While it could be a Rufous, other images and lighting had me thinking it might be a young Anna’s. The sounds they make and the crazy behavior make me think they are a couple of crazy juvenile Anna’s but I am not an expert by any means.
Thanks all for the kind words and input. I will see if I have another image or two in different light. Amazing how different they can look in different lighting.
