The "dress code" may have loosened during the intervening years- but 30+ years ago, most Japanese students wore uniforms when in school or on school excursions.
Many adults did also.
Just making an educated guess- but after half a dozen visits to Japan- I got the distinct impression that conforming to the norm was big throughout Japanese society.
Even in their recently acquired love of baseball (introduced after WWII), it was more honorable to hit a single than a home-run because hitting singles was a team effort, and homers were individual efforts.
Strange-sounding, but true at that time.
