A little busy, maybe, but not overly problematic, imo.
I think I find the detail/contrast in the rocks pulling me toward them. With four components @ sky, water, rocks and house/lighthouse structures ... I'd suggest deciding which one or two are where you really want to draw us (your call, they're all valid options), and subdue the others somewhat so they don't try to equally compete with each other as a means for reducing the "busy" aspect.
