Practically all zoom lenses, either nikon or canon, have some degree of focus breathing.
Even some primes have it.
The issue here is that, with the 70-200 VRII, it's substantial.
My 28-300 VR has considerable focus breathing as well and it can be frustrating, since at or close to MFD going from 250mm to 300mm has a hardly perceptible effect on actual zooming (focus length). You hardly see any difference in the viewfinder.
In fact, even going from 200mm to 300mm makes a very, very small difference.
On the 70-200 VRII it can be an issue if you shoot a lot at MFD because, well, you buy a 70-200, not a 72-135...
If you don't shoot a lot under these circumstances, than it's a non-issue, as the lens is stellar under all other circumstances.
Only you can say.
Regarding the 70-200 2.8IS II being bad (IQ) at 200mm and MFD, I respectfully disagree.
Yes, the 70-200 f4IS has a noticeable drop in IQ, but not the 2.8IS II...
Has an example of substantial focus breathing on canon-land, take a look at the 100mm 2.8 macro.
At MFD, it's just a little more than 60mm only...

Unfortunately this is an issue for anyone that uses this lens close up and wants 200mm and it is also unfortunate any criticisms of this lens brings out the trolls on this forum (just look at the 70-200 review thread).
For headshots it's not as bad as having 135mm zoomed all the way in since you'll generally be further away than min focus distance and you get 147mm @ 2m and 164mm @ 3m. I'd like to have a super sharp, light, f/4 manual focus 200mm prime for studio use where I'm stopped down anyway.

The Canon 70-200 2.8 II is an outstanding lens, but it is quite weak wide-open at 200mm and MFD.
Below is the Canon 70-200mm f2.8 II at 2.8, MFD at 70mm, 135mm and 200mm. The last image is at F4, MFD at 200mm with both the 2.8 and 4.0 IS. I would actually say the 4.0 IS is better at f4 than the Canon 2.8 II.
