I think it might be a Tinder Box. The rod on the right would be the steel striker. Grip it from the bottom, strike the flint on some combustibles and you've got fire. |

Thanks for the replies! I did a Google on cinder box and various pipe/cigar ash trays and did not find anything similar. I am still thinking cigar ash tray (the metal rod would be to poke a hole in your cigar) or a pipe holder (metal rod would be to clean the pipe). |
