Dude, i live in Newfoundland and Labrador, Canada. What we call light snow shuts down cities like TO.
Actually, I think that joke went over your head... I know that border cities like Niagara and Toronto get it.... but there is sort of a running joke in these parts that as soon as winter hits anything north of the US border in Canada is instantly covered in feet of snow. it's obviously not true, but having family who used to live near toronto, and still having family in St.Catherines and out west (victoria) I am privvy to the jokes of the region Now go and grab your Touque and eat your Nanaimo Bar, eat your Poutine, pay your GST and PST and have a nice day ya Hoser 
I got the joke, just thinking if TO is instantly covered in 10 we must be instantly covered in 25. lol
