The nonsense is that some assume it's fine to post their images wherever they please.
I suspect you don't visit here often enough to see that evidence.
The nonsense is that folks who never participate here
think they have rights as to how this forum should be.

I've seen "pin up" type shots, 40's era, that starts with a photo but ends up looking almost like an illustration.
The amount of this effect varies somewhat, but that is the overall idea.
It looks like a somewhat "photo realistic" illustration, but it starts as a photo.
Anyone here care to share such a technique or have a link that discusses this?
In this particular case, the image and link Dick added have absolutely nothing
to do with Robert's request for a "pin-up", 40s era, photo realistic technique.
As if in total disregard of the query! How is that helpful?

Respectfully, I think you're reading the original query too narrowly. The OP's reference to a 40's era pinup described one instance where he'd seen a "technique" that he liked. He goes on to talk about an "overall idea" that " looks like a somewhat 'photo realistic' illustration, but it starts as a photo."
The image Dick posted demonstrates at least one variation of such a technique. I'm pretty sure Dick posted it to present an example of a processing approach that might (or might not) meet the OP's requirements. Given that the original poster did not even post an image of his own for critique or comment, I think it's a little ridiculous to take Dick to task for posting a visual response to a textual inquiry. It's pretty clear Dick didn't mean to steal someone else's artistic thunder by posting an image in this particular thread.
Finally, I think the OP is the best judge as to whether Dick's post was "intrusive," or had "nothing to do" with the original query. OP knows what he wants... and I somehow doubt it's the stupid argument that has really hijacked this thread. Indeed, it's quite officious for anyone to try and squelch someone else's image post in a case where the OP may find it helpful.
Your criticisms of general posting etiquette, while perhaps valid in the abstract, are being taken way out of context in this thread.
