Assuming you licensed it as a creative fee/day rate/etc with licensing fees additional, then what you do is allow them to split the creative fee down the middle, and then require them both to pay licensing fees, but it would be appropriate to offer a "volume discount" so to speak.
For instance, assuming you originally quoted $100 creative plus $100 licensing, they would each pay $50 towards the creative fee and perhaps $70 each for licensing. The architect is happy because his out of pocket costs drop from $200 to $120, you're happy because your total fees increased from $200 to $240, and if the cost is worth it to the contractor, he will get similar licensing rights for $120 as well. Everybody wins!
