And I believe the blurring on the bushes is lens flare Very hard to remove and still keep the detail. Perhaps you have a similar shot you could clone into this one for just the bushes? Here is the original: And unfortunately the other shots I got didn't include the area by the bushes... Anyone who is better at cloning want to give it a try?
