If I am stacking filters is there a particular order they have to be in. Example: If I want a nd filter and polarizer should the polarizer be on the lens last? What about a color grad and an nd filter?

Yes it is generally good practice to put the polarizer on last simply because you can screw the filters on more securely to the lens than a thread that is free to rotate. Other than that the order is unimportant.
