Sorry, but what is it that makes this a "painting" Is there an image missing showing the photograph and then one with a PS filter applied (I only see one image)? I'm just not seeing this as a painting in any way...
Can't say for sure since the image is too small, but looks like you've attempted to perform smudge painting. I'd suggest that you go with bolder strokes. Your final picture is still more on the "photo" side than the "painting" side of the fence. Don't look at other photographers' work. Look at REAL oil portraits and see how the strokes flow. When you paint, I think you can afford for forego a lot of details.

This was actually a smudge painting. It is not a real painting, just a technique that has the word painting in it.
