Hi. I hope, my question is not off topic here. I want to know how I
could take photos for the new biometric passports. The photos must
meet strict requirements as defined by ICAO. Therefore I'm looking for
a program that is able to check if an existing photo (*.jpeg file or
whatever) meets the requirements or not.
Which tools do you use for that purpose? Are there tools with a built-
in stencil? Which tools use the preofessionals for that purpose?

The regulations are subject to national directions. I suggest to look up Austrian specs:

We have very similar directions in Germany.

Use photoshop and guides in the view menu to set up a couple of test images. The first one (2x3") checks height of the face (in the USA 1"-1 3/8") and the second one (2x2")the height of the eyes 1 1/8"-1 3/8". Resize the image to 2"x3", paste the image into the first test image, drag the image layer to check the distance between the top of the hair and the bottom of the chin. If the distance is outside of the specification, resize and repeat. Copy the 2X3" test image into the second test and adjust to get the eyes between the guides. You now can save and print assuming you meet the other specifications.

Thanks Peter and joebee for your answers. I am familiar with the guidelines in Austria and Germany. I just wanna know how there could be taken passport photos with software (or how can existing photos be made ICAO compliant).

Many of the places that do passports here in the US have special screens on the camera that all you have to do is put the head inside the etch marks and its golden.
Plus they do them for $15.00. Most photographers don't do them. Its the one hour shops that do it.
