Black and white for me is better. Color seems too glarey (not a word but you know what I mean) and too busy that b/w tames.

I would crop lots of the top and select all above him and average blur because roof and picture is distracting.

BW.
Tighter crop to reduce background, eliminate most of shirt and bring in close to th chin or chin shadow.
I'm not experienced in this, but there is an effect that might work well with this image. Image becomes framed with the subject (the head) appearing to project beyond the frame. It's hard for me to describe well, but the chin would end up lower and in front of the frame border on the bottom, adding to the intensity of your image with a 3D effect. Maybe someone else here, or on the photo illustration forum, could point you to an example.
