my opinion is that there is too much cyan cast in the white balance
select the beach forground and change to -blue - cyan in color balance with photoshop that way the water can be just as rich and vibrant as you saw it
there are two subjects the person and the water but there is no element to connect them. it seems that they are too far apart . so your eye wanders more than it should. if unable to move subject closer to water I would try lowering your perspective and getting closer if not just zooming in more
note the direction the feet are pointed points to off the scean .. it should point to another element of the scene i would have moved to your right more and tryed a more open crop
