I haven't noticed this. In fact, Final Cut Pro X seems to be better/quicker when rendering/exporting video on High Sierra 10.13.2. I haven't done any direct head-to-head benchmarks, just an overall observation. Of course I am not exporting feature length films for Hollywood, but it seems as though Apple has fully implemented Metal 2 with FCP X 10.4 and it seems to be more efficient for many related tasks to rendering.
