In Windows it's handy to be able to see what's in a RAF (or other RAW file) at the operating system level (e.g., in Explorer, or in dialogue boxes). Support for your camera's RAW file probably isn't built into Windows. To get that support you may need to install an appropriate CODEC. That's certainly the case for Fuji RAFs and Windows.
There are lots of third party CODECs out there. I chose FastPictureViewerCodec. It supports a huge number of RAW file formats, including Fuji RAF. I have no skin in this game; it's just the one I bought ($9.99). Website is here if you're interested: https://www.fastpictureviewer.com/codecs/
Here's a screenshot to see what you get. I like having the option in Iridient X Transformer to pick the RAFS I want to develop. In the standard Windows dialogue box, I set the file display format to Large Icon. Now I can see the contents of my RAFs.
