It depends.
When there's a flurry of interest and PMs are flying, it's the first-come, first-served and then first to make a firm offer (that is accepted). I won't assume a hold or dibs, unless something is worked out ahead of time.
When there's not multiple incoming offers/interest I try to be clear and ask, if someone doesn't volunteer their intent.
Sometimes people seem like buyers, but really aren't - not always easy to accurately "read" intent in a PM.
I wouldn't assume a 24hr hold, if payment wasn't received (and with no further communication), but I would wait at least a few hours.
With a more professional community like FM normally is, once in a while, you lose a sale because someone just doesn't send payment after asking for payment instructions, but such is life.
I try to be clear myself, when interested in buying an item by noting "I'll take it" or something similar. Most, but not all, people do the same, as buyers, IME.
As the community grows, there are going to be more and more tire-kickers and flakey members. It's the nature of large communities.
It sucks to lose a sale, but it's not the end of the world.
