This is not that uncommon in middle school hurdles. My son did hurdles in middle school and they had 4 lanes running with a space between. The reason is easy, look at photo 2, the 4th hurdle back on the left side (also the reason my eyes were drawn to the lines in the background-not any fault of Paul just a lot of lines). These kids are not use to hurdles, most of them this is their first rodeo with the event so they space it out for safety.
So since they are still struggling with their form, they give them a lane spacer. In HS that spacer will go away and they will more than likely have a coach that knows how to train hurdlers . . .
