I'm also assuming you mean 8MP and not 8MB, but unless they are printing huge, and if they're just learning, the MP shouldn't really matter. The D70 is also only 6MP if that matters.
The Nikon 18-55 kit lens sells for $30-50, so that is probably going to be the one most people end up with and covers the required semi-wide to normal range.
