I'd try WD-40. Stand on end (front element down) and make a dam out of a towel/cloth
underneath collar. Apply, let set a bit and try to rotate collar. Rinse/repeat 'til it frees up.
Wipe, let dry then apply a silicone dry lube...should be good to go.
The issue with WD-40 is that it dries, leaving a gummy residue, which requires more application of WD-40, etc. It's not really a lubricant, although it obviously does work in that role.
Break-Free CLP is the same stuff the US and Canadian military uses for cleaning and lubing and preserving guns. It's the best general-purpose lubricant I've used, and does very well in multi-lubricant tests. It's a migrating lubricant, so generally a drop or two or three, along with some time, will work its way into a mechanism. It doesn't dry, works well at high and low temperatures, etc.
Can be had anywhere, but here's a common source: https://www.walmart.com/ip/Break-Free-CLP-2/45744734 - the squeeze bottle has a slightly-thicker version than the spray can, and is more controllable.
