Does anyone know of a photo lab where I can have large size prints on transparency sheets (like the old overhead projectors used)? I'd probably need a 28" x 28"

I'd think you'd want to use a Laser printer for that sort of work. Ink won't absorb. Laser has done fine for me in the past. I've been by a Kinko's or such and they seemed to be able to print most anything. I'd check with them before you try to find an "art" printer.

You can print backlit displays similar to Duratrans (think movie theatre backlit displays) and also on clear transparency film on professional wide format inkjet printers.

Cost depends on your intended usage. Be aware that backlit displays and transparencies have a relatively short display life---think in terms of months for indoor display
