This is a beautiful photo.
I don't find the small bright highlights objectionable. I've been looking at clouds lately and trying to relate the brightest parts of clouds to the rest of the scene and how that translates into a photo. My initial reaction is that they appear to be very bright with little or no detail and that they don't hold my attention. I end up looking around at the whole scene. The web, viewing on a computer, viewing distance, I think make a big difference with a photo like yours. I find the dynamic range except for the darkest shadows working well.
I do sense that the horizon is tipping down and left. That may be because the lines of the waves lead off and left as opposed to starting a line into the picture. I also feel that I would have tried moving left a small, 3-5 feet, turned the camera to the right, and looked out toward the distant stacks and tightened the frame so the left side (which in the mid ground does not add to the composition) is not part of the image. May or may not have worked.
