In many cases, the lens version without a manual aperture ring is for Canon EOS, and those with are for Nikon and other mounts. In this case, the Canon, Nikon, and Sony mounts are without, but the Pentax-KAF version is with. I figured this out with a quick visit to B&H. They would all have identical IQ.
The primary consideration is probably "what mount do I need", according to the camera you'd use it on. If you're going to use a camera that's not fully compatible with the AF and aperture control, then it might make sense to get the Pentax with manual aperture, provided there's a Pentax-K to whatever adapter available for your 'whatever' camera.
