I still need some guidance with my second question in the OP.

How can I stream 4K video (downloaded from my camera) from my PC to my new 4K Samsung Smart TV?

How about Amazon Fire Stick/TV, Apple TV, Google Chromecast Ultra?

You need to re-encode your videos to a different codec (file format).

The video recorded by the 5D IV is great for editing- so pull it up in an editor and export is as h.264 (or whatever your target device/service wants).

That's what everyone's been saying: the video needs to be processed for streaming purposes.

Not sure is a licensing cost, the new Red Weapon 8k (50'000 USD camera) is able to do 8k RAW at 75 fps!! but only 4k at 30 fps in prores.

The Canon C700 can also do only 4k 30fps in prores...

So why people would expect a 6'000 usd 1Dx II to achieve that ...

Again just look at the huge cooler that these two brand new camera have...

VLC is really bad for anything HD. Media Player Classic Home Cinema (64-bit) doesn't stutter.
