You don't have enough time to do much other than drive the coast if you go that route. 101 traffic is really slow in July and there's a huge amount to see—mostly on turnoffs (state parks, parking/viewpoint areas, short hikes, etc.).
If you want to get out of the car at all, I'd suggest taking I-5, getting off toward Weed, up through Klamath Falls (you might have opportunities for birds at the NWRs) and to Crater. Then decide how you'll get to Portland:
1. The suggested waterfall route, 138, back to I-5 can take many hours, depending on how many falls you visit;
2. Go back to 97, maybe stop along the way at Smith Rock State Park, the Peter Skene Ogden overlook (on the west side of the road), and then up by Hood and into Portland.
3. After Crater, take 97 to 20, heading through Sisters. You can then either continue on 22 toward Salem or, just past Sisters, take scenic MacKenzie Pass (242) to 126 and decide whether to connect to I-5 in Eugene or in Salem (just look at a map).
4. Same as #2, but instead of taking 26 into Portland, continue on 97 to I-84 and stop at some of the Gorge waterfalls on your way into Portland. Note that the falls parking lots will likely be pretty full, so you may not get to see many of the falls.
If you're into birds, you could try visiting Ridgefield NWR (north of Vancouver) or Sauvie Island (near Portland) before taking off.
