That depends ... the 17-55 seems to be quite good wide open; the 15-85 needs stopping down 1-2 stops for good corners, and it has a 2 stop disadvantage at 50mm or so. No way 1 stop better IS can compensate for that, except maybe if you only need good center sharpness.
But for me the better focal length range of the 15-85 is far more important in practice. If the 17-55 started at 15mm I would seriously consider one (although on the smaller Rebels it would probably be a bit 'top-heavy', even the 15-85 is borderline for balance IMHO).
The 17-55 and 15-85 must be subject to lots of sample variation. The reason I say that is, well, opinions and experiences are so different. My experience is my 15-85 is equal or slightly sharper than my 17-55, including corners. I shot the15-85 wide open a lot and felt confident the images would be sharp and they were. Both my lenses were early production models so maybe QC was better in the first few months. But yes, that 15-85 range is so much more useful. I can alway travel with my 50 1.8 STM or 35 2.0 IS if I need a larger aperture for dark streets and bars.
