can PS work with touch screen computer/laptop? if yes, is it advisable?

I cant imagine it'd be particularly workable. I dont think the PS interface is really geared toward fat fingers on a vertical surface. I think you can use the Wacom touch version of the tablet or something like a iPad and Astropad combination but true touch screen? Nah, wouldn't be my choice method.

It would work better on a laptop or surface pro that has a fold-back keyboard, so you can use the screen relatively flat. Working on a typically vertical monitor in pen mode is far too painful on the shoulder and neck and arm, and gives you poor fine control of the pen.

Another option is the Cintiq monitors that let you work directly on an image while the monitor is tilted back. It's like using a tablet that has the image on it instead of just a blank surface, but it is a separate monitor from the computer and some are quite heavy and bulky.
