I guess it depends on your uses and expectations.
Maybe 8fps is not 'needed' but a camera built for higher frame rates tends to operate more 'crisply' and is ready for the next shot sooner. Maybe most of the time you don't need it that fast, but when you do, it's great to have. That's what I'd definitely like to see - responsiveness of a 1D series camera.
Besides, if it has 4K, at whatever frame rate, then here's another option at grabbing those in-between moments.
So, for me it would be 8fps, better responsiveness and better buffer. The latter should be the case if we're looking at 4K, which I would completely expect.
Oh, what's the chance of Canon keeping resolution at 20 by plugging in the 1DX sensor, slightly detuned? Probably not, but just came to mind.

If they deliver 28MP, 8FPS, and any improvement on AF (preferably with red indicators) without the pricepoint going sky high (which I was pleasantly surprised about on the 1DX), they are going to have a real winner and there are going to be a TON of 5D3s for sale.

Uh, that $6000 US price for the 1DXII is still about 30% more than what the 1DX sold for. You see, back in 2012, the USD was at around 80ish JPY, so a $6700 camera was about 536,000 JPY equivalent. 536000 JPY today can be bought for just under $4500 US. So, Canon is earning a lot more Yen on the 1DXII than the 1DX, but of course those Yen are worth less than in 2012... Funny thing is the ~$5000 US range was generally the price point of the 1D cameras.
Where it sucks is to be earning CAD, because CAD is back to the same JPY value as in 2012, of around 80 per dollar, but we're going to be paying over $8000 for the 1DXII. I doubt Canon Canada will set the retail price to the same-as-2012 of $6700 because it will undermine the US price point. Plus they've got a huge drop in DSLR revenue to mitigate as much as possible (though that seems more a lost cause).
Anyway, sorry for the OT... but point is, if the 5DIV arrives at the same US price point as the III, both the US and Canadian markets will be paying more for the camera than its predecessor. Maybe it will be more around $3000 US?
