That would be no by itself. You can screw a panning clamp onto one though

SUNWAYFOTO DYH-90Ri DYH90Ri 90mm Panning Leveling Base can do that and it doesn't cost much more...however it is 90mm which is larger than the 66i which is 66mm in diameter.

I happen to have my Manfrotto #138 leveling base for sale on ebay right now, if you want to take a look.

It's an older model, but built to last forever. I'm only selling it because I have to lighten my load and most likely won't be doing panoramic work anymore due to my health.
